DSA-Access Compliance (DSA-AC)
DSA-AC develops and maintains the accessibility standards and codes used in public and private buildings throughout California.
DSA also incorporates the offices of the independent State Historical Building Safety Board, caretaker of California's State Historical Building Code.

2006 Code Adoption Cycle
International Building Code (IBC) Adoption Project - Title 24 - Part 2
In its May 2006 submittal, DSA Structural Safety, along with other state agencies, proposed to the California Building Standards Commission (BSC) the adoption, with California amendments, of the International Building Code (IBC), 2006 edition, for use as the 2007 California Building Code, Part 2. Development of DSA's amendments occurred per a Work Plan and involved the collection and analysis of stakeholder input though the DSA web site and the DSA Advisory Board.
This change to the IBC model code is one of the biggest code change projects ever undertaken by state agencies. All California amendments to the 2001 CBC have been analyzed and retained, modified or repealed as necessary in view of provisions in the new model code.
DSA-SS Web-based Stakeholder Input
DSA Structural Safety stakeholder online input collected during this project was accomplished via input through the DSA web site. DSA developed a Stakeholder List (PDF - 310 KB) of over 560 professional groups, organizations, and individuals with the experience and expertise needed to assist in this effort. Now that DSA has submitted its package of proposed amendments to the BSC, this stakeholder input application has been taken off line to be modified for use in future code change cycles.

Title 24 Building Standards
California's building regulations are contained in The Overview of Title 24 of the California Code of Regulations. Which includes a description of each Part of Title 24, and indicates the currently effective edition of model codes adopted within Parts 2, 3, 4, 5, and 9.
The Division of the State Architect, Access Compliance (DSA-AC) promulgates building regulations for making buildings, structures, sidewalks, curbs, and related facilities accessible to and usable by persons with disabilities. Access compliance regulations are applicable to: 1) publicly funded buildings, structures, sidewalks, curbs and related facilities, 2) Privately funded public accommodations and commercial facilities, and 3) Public housing and private housing available for public use statewide. Refer to Sections 101.17 and 101.17.11 of Part 2, Title 24 for more information regarding the scope and application of DSA-AC adopted regulations.
The Division of the State Architect, Structural Safety (DSA-SS) promulgates building regulations applicable to California's public schools and the state's essential services facilities. Refer to Sections 101.17 and 101.17.12 of Part 2, Title 24 for more information regarding the scope and application of DSA-SS adopted regulations.
DSA's updates or changes to Title 24 may occur on either an annual basis (annual code adoption cycle), or on an emergency basis (emergency rulemaking). Approved updates or changes to Title 24 may be published as the triennial edition Title 24 code (e.g. 2001 California Building Code, Title 24, Part 2), or as a supplement, emergency supplement, or errata.
All approved supplements and errata to the 2001 edition Title 24 are available online through the Building Standards Commission.
Annual Code Adoption Cycle - General Information
DSA can propose code changes to Title 24 building standards within the annual code adoption cycle of any calendar year. For general information regarding the annual code adoption cycle, visit the California Building Standards Commission, click on "BSC Processes," then click on "Building Standards Adoption," then click on "Annual Code Adoption Cycle."
Each code change proposal includes the following documents:
A. Express Terms
- Provides specific code-change text in the following format:
- 1) Existing California amendments or code language being modified,
- 2) All such language appears in italics, modified language is underlined,
- 3) New California amendments - All such language appears underlined and in italics,
- 4) Repealed text - All such language appears in strikeout, and
- 5) Notation of statutory authority and statutory reference(s).
B. Statement of Reasons
- Provides a brief description of the objective reason(s) for each proposed change, which includes a statement of:
- 1) specific purpose and rationale,
- 2) technical, theoretical, and empirical study, report, or similar documents,
- 3) consideration of reasonable alternatives,
- 4) reasonable alternatives the agency has identified that would lessen any adverse impact on small business,
- 5) facts, evidence, documents, testimony, or other evidence of no significant adverse impact on business, and
- 6) identification of conflicts with federal regulations.
C. Notice of Public Hearing
Provides information on public hearings, how to obtain copies of documents, and contact information for those wishing to file comments or ask technical questions, which includes:
1) public comment period,
2) post-hearing modifications,
3) authority and reference citations,
4) informative digest,
5) other matters prescribed by statute or to any specific regulation or class of regulations,
6) mandate on local agencies or school districts,
7) estimate of cost or savings,
8) economic impact on businesses,
9) finding of necessity for the public's health, safety, or welfare,
10) cost impact on private person or business,
11) effect upon jobs and business expansion, elimination or creation,
12) effect on housing costs,
13) alternatives,
14) availability of rulemaking documents,
15) CBSC contact person for procedural and administrative questions, and
16) state agency contact person for substantive and/or technical questions.

Select the appropriate 'Annual Code Adoption Cycle' or 'Emergency Rulemaking', and then select "Division of the State Architect - Access Compliance" or "Division of the State Architect - Structural Safety."
The public has an opportunity to review and file formal comments on the proposed code changes. Requests for any code change proposal documents in original or alternative formats should be made to the California Building Standards Commission at 916/263-0916.
Comments to the proposed changes must be filed with the California Building Standards Commission in accordance with the instructions contained within "Notice of Proposed Change and Public Hearing" documents.
Emergency Rulemaking - General Information
For general information regarding emergency rulemaking, visit the California Building Standards Commission website, click on "BSC Processes, Building Standards Adoption," then click on "Emergency Rulemaking," then click on "Current Proposed Emergency Rulemaking." The public has the opportunity to review and file formal comments regarding an emergency code change during the regular rulemaking process that follows adoption of the change. DSA must complete this regular rulemaking process within 120 days of the effective date of the emergency change.
Please check with the California Building Standards Commission for the date and location of the Commission hearing during which an emergency rulemaking proposal will be considered for adoption. |
