The Division of the State Architect (DSA) is issuing a 15-day notice for public comment on a Modified Initial Statement of Reasons (MISOR) and modifications to proposed regulations for the voluntary Certified Access Specialist (CASp) Program. These changes were done to further clarify the regulations and to meet Administrative Procedure Act requirements.

The MISOR, modified regulation text and supporting documents are available for public inspection at DSA's office located at 1102 Q Street, Suite 5100, Sacramento, CA 95811, and on the DSA website at http://www.dsa.dgs.ca.gov/Access/casp.htm.

All written comments which pertain to the MISOR or the modified text of the proposed regulations (indicated by italicized double underline and double strikethrough) will be reviewed and responded to by DSA staff as part of the compilation of the rulemaking file. Comments are limited to the MISOR and modifications of the regulation text.

The 15-day modifications to the Voluntary Certified Access Specialist Program regulations posted on April 8, 2008 is withdrawn.

CASP Regulations Submitted to OAL for Review and Comments after 15-Day Comment Period

The Division of the State Architect has submitted the modified Voluntary Certified Access Specialist (CASp) Program regulations to the Office of Administrative Law (OAL) for review and approval.

When the regulations are approved, DSA will proceed with the certification process.

CASP Regulations Additional 15-Day Comment Period November 29, 2007 through December 14, 2007

The Division of the State Architect received comments on the Voluntary Certified Access Specialist (CASp) Program proposed regulations during the 45-day public comment period and has made changes in response to those comments. Subsequently, the Division of the State Architect issued a 15-Day Notice for an additional public comment period. The changes are indicated by double underline and strikeout in the modified text of proposed regulations.

CASP Regulations 45-Day Comment Period June 8, 2007 through July 23, 2007

During the 45 public comment period a public hearing was requested. The hearing was held on July 13, 2007. The transcript for this hearing is now available.

The public comment period on the proposed CASp regulations has closed. In its May 29, 2007 submittal, Division of the State Architect (DSA) – Voluntary Certified Access Program proposed to the Office of Administrative Law the adoption of the Voluntary Certified Access Specialist Program regulations. The Division of the State Architect is making available for public comment the following:

After all comment periods have been closed we will finalize the regulation package based on consideration of the comments received. The regulations will become effective thirty days after filing with the Secretary of State.

Once the regulations become effective we will proceed to the application and exam registration phases. Following is a brief description of the steps to take to becoming certified after the regulations become effective.



Steps to becoming a Certified Access Specialist in the Voluntary Certified Access Specialist Program:

Candidate Application: Each individual applying for voluntary certification as an access specialist must submit a completed CASp candidate application together with a non-refundable program application fee. This process is pending adoption of regulations.

Candidate Examination Registration: Once an applicant has met all eligibility qualifications, the candidate will be notified of his/her eligibility to register for an examination to attain voluntary certification as an Access Specialist. The examination registration process is pending adoption of regulations.



CASP Ad Hoc Advisory Committee Meetings Archives

Meeting archives include agendas, meeting notices, notes and staff reports from meetings that took place on April 2004 which was the initial kick off of the CASp project; May 11, 2004; July 13, 2004; August 10, 2004; September 14, 2004; December 14, 2004; and four regional Certified Access Specialist (CASp) Program workshops in February, March, and April 2006.
