DSA has issued Bulletin BU 08-03 to clarify the effect of the 2007 California Building Code (CBC), which took effect on January 1, 2008, on requests, in 2008, for extensions to the time allowed for start of construction.

DSA has published an update to its Bulletin BU 07-03 (PDF - 35 KB) containing new information on defective tube steel (also called hollow structural sections or HSS) and proper reporting procedure for DSA projects. Marginal markings indicate the locations of revisions to the Bulletin. BU 07-03, update #3, can be viewed on the DSA web site Publications page, and also on the Testing Labs page, along with pictures of examples of defective material.

In an effort to clarify and make consistent the criteria under which construction project applications submitted DSA will become void during the plan check phase, DSA has issued IR A-17: Voidance of Applications and Project Re-Submittal (PDF - 27 KB). The IR also gives information on when requested extensions may be granted, and how voided projects can be re-submitted.

The DSA Fire and Life Safety program has issued Bulletin BU 08-01 (PDF - 43 KB) to alert school districts and other interested parties that a recent Safety Notice issued by Clow Valve Company indicates potential problems with some Clow Madallion and F2500 hydrants. The DSA Interpretation of Regulations (IR) Manual (PDF - 2.02 MB) has been updated. IR's have been revised to clarify applicability for projects submitted under the old 2001 CBC and for project submitted to DSA under the new 2007 CBC, which took effect on January 1,2008. IR's listed on the IR Page have all been included in the IR manual. IR's listed on the IR Page, and the IR Manual Table of Contents note which version of the CBC applies for each IR.

DSA Structural Safety has developed and posted IR 16-7 (PDF - 158 KB) which provides a simplified alternate method for calculating wind loads for buildings in projects submitted to DSA under the 2007 CBC, which takes effect January 1, 2008. The 2007 CBC, Section 1609A.1 requires use of ASCE 7, Section 6.5 to calculate wind loads. The method described in the IR is not mandatory. Stakeholders should note that, for relocatable buildings, IR 16-4 (PDF - 19 KB) will no longer be applicable for projects submitted under the 2007 CBC.

DSA Fire and Life-Safety (FLS) has issued a new Bulletin. BU 07-04 (PDF - 39 KB) is a Notice to Stakeholders that DSA may invoke its Stop Work authority in situations where Automatic Fire Sprinkler Systems (AFSS) are installed without DSA approved plans being on site. Also, a new Plan Review and Submittal Guidelines for AFSS (PDF - 68 KB) is available on the DSA web site. These guidelines will assist Architects in determining if contractor plans are sufficiently detailed for DSA to be able to approve the project. Missing information is the leading cause for rejection of plans at DSA.

DSA Fire and Life-Safety has updated Bulletin BU 06-01 (PDF - 41 KB) with specific requirements mandated by the 2007 California Fire Code (CFC) for the upgrading of existing Type I hoods fire suppressions systems to the new UL 300 Compliant systems. Regulations go into effect with the new California Building Standards Code (CBSC) on January 1, 2008, so School Districts are urged to take note.

DSA Bulletin BU 07-02 contains important information for all DSA stakeholders regarding the effect of the 2007 California Building Code (CBC) on Pre-Check (PC) designs. All PC design approvals will expire on January 1, 2008, the effective date of the new CBC. However, DSA will grant 6 month extensions in some cases. To prevent a lapse in approval status, DSA suggests PC design approval holders submit their re-approval applications before January 1. DSA is currently accepting applications, however they will not be approved until January 1, 2008.

New IR's 15-2 and 9-1 have been posted to the web site. Also, DSA is converting Circulars to IR's. This is a change in name and does not reflect any changes to content, other than updating to include references to the 2007 CBC. Circulars A-1, 16-1, 17-1, 17-2 and 23-1 have been changed to IR's A-15, 16-6, 17-1, 17-2, and 23-5 respectively. Because the
IR manual is being redesigned for the new code, these IR's will not be found in the electronic IR Manual itself, but can be found on the DSA web site page listing all IR's individually. The redesigned IR Manual is due to appear on October 15.

It has come to the attention of DSA that there are seam weld issues with some structural tube steel being fabricated for California school construction projects. In an effort to alert concerned parties, and investigate the scope and magnitude of the problem, DSA has issued Bulletin BU 07-03. Several DSA Interpretation of Regulations (IR) have been updated in the IR Manual to reflect 2007 CBC references where appropriate. This is to aid design professionals who may chose early to design projects to the new code, as permitted per DSA Bulletin BU 07-01. Other changes and updates to the manual are anticipated prior to October 15, when DSA will begin accepting projects under the new code, as explained in the Bulletin.

IR A-1 (PDF - 40 KB) has been issued, detailing the process of obtaining temporary approval for the installation and use of Department of Housing and Community Development (HCD) commercial coaches as buildings on public school campuses. This IR supersedes and replaces DSA Policy 97-10 which allowed school districts to place HCD buildings on school campuses for temporary use through a self-certification process. In order to conform to California statutes it was necessary to update the 97-10 policy. The most significant change to the process is the elimination of self certification.
The new IR has had several months of intensive review with internal staff and stakeholders. In order to achieve a smooth transition the effective date of this new IR is October 1, 2007.

The Fire and Life Safety unit of DSA has issued a new policy document that clarifies code requirements for school campus fire department access. Specifically, when schools have areas for picking up or dropping off students, these areas may be parallel, but cannot be combined with access lanes for fire equipment. Policy PL 07-03: Fire Department Access wiht School Drop Off Areas (PDF - 21 KB) provides details on the design and proper marking of such fire lanes, as stipulated in the Public Safety and Vehicle Codes.

Effective July 1, 2007, the United States Postal Service (USPS) assigned a new zip code to the Division of the State Architect's Headquarters and Sacramento Regional offices. The new zip code is 95811-6550. The USPS will continue to deliver mail with the former zip code for a limited time. It is recommended that all interested parties update their records immediately to avoid any delay in delivery service.

DSA's internet site has been updated. Site has been reorganized to better serve our customers, and the "look and feel" of the site has been streamlined to present a cleaner, easier-to-read interface. Navigation includes tabs for some of DSA's frequently requested information and , such as DSA's publications, as well as navigation links organized into categories by customer groups. DSA's reorganized site now includes a Site Map to help locate information.

The Sacramento Regional Office has begun a beta test with additional field staff. A Construction Supervisor position has been filled and additional Construction Supervisor positions are to be filled in the next few months. These positions will supplement and assist the District Structural Engineers currently in the field and will allow for more inspections to be performed on projects under construction with an emphasis on accessibility, fire and life safety, and non-structural issues.
