DSA Structural Safety has revised the forms DSA-1.DEL and DSA-108, to reflect policy and procedure on use of digital signatures on certain forms and documents. The policy, announced in DSA Bulletin BU 08-04, takes effect on May 1, 2008.

DSA's Interpretation of Regulations (IR) Manual has been expanded with three new IRs.

IR A-20: Alterations of Uncertified Buildings (PDF - 32 KB) clarifies DSA policy on review and approval of alteration projects to uncertified buildings. DSA will not approve plans and specifications for alteration projects to uncertified buildings, except for upgrading of fire-life safety aspects of the building.

IR A-21: Design, Installation and Maintenance of Fire Alarm (F/A) Systems (PDF - 39 KB) presents information on who is qualified to design, install and maintain fire alarm systems in public schools, community colleges and state essential services buildings.

IR N-1: Pre-Check (PC) Designs Energy Compliance Review (PDF - 34 KB) provides information on the energy review requirements for Pre-Check (PC) designs for use in construction projects under DSA jurisdiction.

Additonally, IR 16-1: Conditional Certification for Relocatable Buildings (PDF - 59 KB) has been revised to allow higher maximum allowable soil bearing pressure for concrete foundations designed in accordance with the 2007 CBC.

DSA announces, in Bulletin BU 08-04 (PDF - 34 KB), its policy the on use of digital signatures on project forms and documents submitted electronically to DSA. Revisions have been made to BU 06-03 (PDF - 100 KB) to reflect the new policy. A new Procedure, PR 08-01 (PDF - 81 KB), provides detailed information on digital signatures used for project documents submitted for approval through the DSA Electronic Plan Review program.

DSA Structural Safety has added flood hazard reporting to line 27 of DSA-1 (PDF - 229 KB), the Application for Approval of Plans and Specifications form. These changes are reflected in the DSA-1.INSTR (PDF - 96 KB) instructions document and DSA Bulletin BU 08-02: Flood Design for Projects Submitted Under the 2007 CBC (PDF - 46 KB), which gives more detailed information on complying with the flood hazard design requirements of the new 2007 California Building Code (CBC).

The California Building Standards Commission (CBSC) has posted the 45-Day Comment/Challenge Period for the 2007 Code Cycle.

DSA has revised and posted IR A-11. Section 4 has been added to clarify the impact of the new 2007 California Building Code (CBC) on Incremental Submittals.

DSA has issued Bulletin BU 08-03 to clarify the effect of the 2007 California Building Code (CBC), which took effect on January 1, 2008, on requests, in 2008, for extensions to the time allowed for start of construction.

DSA has published an update to its Bulletin BU 07-03 (PDF - 35 KB) containing new information on defective tube steel (also called hollow structural sections or HSS) and proper reporting procedure for DSA projects. Marginal markings indicate the locations of revisions to the Bulletin. BU 07-03, update #3, can be viewed on the DSA web site Publications page, and also on the Testing Labs page, along with pictures of examples of defective material.

In order to clarify the need for Access Compliance review on "mechanical only" projects (those undertaken solely for heating, ventilation or air conditioning) IR 11B-6: Mechanical Only Projects Exempt From Accessibility Review (PDF - 22 KB) has been issued. DSA has made important changes to two of its project submittal forms. They are the DSA-1: Application for Approval of Plans and Specifications (PDF - 206 KB) and the DSA-3: Project Submittal Checklist (PDF - 182 KB). The changes were made to assure project submittals will be in compliance with the new 2007 California Building Code (CBC) with regard to Flood Design requirements, to add Automatic Fire Sprinkler System (AFSS) information to the Checklist, and to collect additional information regarding past applications with regard to closing status. The Instruction sheets (DSA-1.INSTR (PDF - 125 KB) and DSA-3.INSTR (PDF - 88 KB)) for these forms have been updated to aid in understanding the changes.

As of January 1, 2008, the effective date of the 2007 CBC, flood design requirements in the new code will add flood hazard area reporting and documentation to the project submittal process for construction projects under DSA jurisdiction. These changes to the projects submittal requirements are reflected in the revised form DSA-3: Project Submittal Checklist (PDF - 182 KB).

DSA has published three new Administrative IR's in the IR Manual (PDF - 2.09 MB). IR A-17 (PDF 27 KB) addresses criteria under which an application may be voided. IR A-18 (PDF - 45 KB) clarifies the use of a Statement of General Conformance. IR A-19 (PDF - 30 KB) deals with signatures and seals (stamps) of design professionals on construction documents. IR A-5 (PDF - 39 KB) has been revised and expanded to include DSA acceptance of products and materials.

In an effort to clarify and make consistent the criteria under which construction project applications submitted DSA will become void during the plan check phase, DSA has issued IR A-17: Voidance of Applications and Project Re-Submittal (PDF - 27 KB). The IR also gives information on when requested extensions may be granted, and how voided projects can be re-submitted.

The DSA Fire and Life Safety program has issued Bulletin BU 08-01 (PDF - 43 KB) to alert school districts and other interested parties that a recent Safety Notice issued by Clow Valve Company indicates potential problems with some Clow Madallion and F2500 hydrants. Please read the bulletin for details and remedies.

DSA Structural Safety has developed and posted IR 16-7 (PDF - 158 KB) which provides a simplified alternate method for calculating wind loads for buildings in projects submitted to DSA under the 2007 CBC, which takes effect January 1, 2008. The 2007 CBC, Section 1609A.1 requires use of ASCE 7, Section 6.5 to calculate wind loads. The method described in the IR is not mandatory. Stakeholders should note that, for relocatable buildings, IR 16-4 (PDF - 19 KB) will no longer be applicable for projects submitted under the 2007 CBC.

DSA Fire and Life-Safety (FLS) has issued a new Bulletin. BU 07-04 (PDF - 39 KB) is a Notice to Stakeholders that DSA may invoke its Stop Work authority in situations where Automatic Fire Sprinkler Systems (AFSS) are installed without DSA approved plans being on site. Also, a new Plan Review and Submittal Guidelines for AFSS (PDF - 68 KB) is available on the DSA web site. These guidelines will assist Architects in determining if contractor plans are sufficiently detailed for DSA to be able to approve the project. Missing information is the leading cause for rejection of plans at DSA.

DSA Fire and Life-Safety has updated Bulletin BU 06-01 (PDF - 41 KB) with specific requirements mandated by the 2007 California Fire Code (CFC) for the upgrading of existing Type I hoods fire suppressions systems to the new UL 300 Compliant systems. Regulations go into effect with the new California Building Standards Code (CBSC) on January 1, 2008, so School Districts are urged to take note.

DSA Bulletin BU 07-02 has been revised to include information about the 2007 California Energy Code. Also, requirements regarding Incremental Submittals have been simplified.

Three new IR's have been added to the IR Manual. Eleven IR's have been revised to reflect applicability for projects submitted to DSA under the 2001 or the 2007 California Builidng Code (CBC). The IR Manual Table of Contents and the individual IR pages have been revised to show to which editions of the CBC they are applicable.

DSA's San Diego Regional Office has reopened for business as of Friday, October 26, 2007.

DSA's investigation of defective tube steel, or Hollow Section Steel (HSS) as it is also called, continues. DSA Bulletin BU 07-03 has been updated and posted to the DSA Web site, Publications page and Testing Labs page. DSA Bulletin BU 07-02 contains important information for all DSA stakeholders regarding the effect of the 2007 California Building Code (CBC) on Pre-Check (PC) designs. All PC design approvals will expire on January 1, 2008, the effective date of the new CBC. However, DSA will grant 6 month extensions in some cases. To prevent a lapse in approval status, DSA suggests PC design approval holders submit their re-approval applications before January 1. DSA is currently accepting applications, however they will not be approved until January 1, 2008.

New IR's 15-2 and 9-1 have been posted to the web site. Also, DSA is converting Circulars to IR's. This is a change in name and does not reflect any changes to content, other than updating to include references to the 2007 CBC. Circulars A-1, 16-1, 17-1, 17-2 and 23-1 have been changed to IR's A-15, 16-6, 17-1, 17-2, and 23-5 respectively. Because the IR manual is being redesigned for the new code, these IR's will not be found in the electronic IR Manual itself, but can be found on the DSA web site page listing all IR's individually. The redesigned IR Manual is due to appear on October 15.

It has come to the attention of DSA that there are seam weld issues with some structural tube steel being fabricated for California school construction projects. In an effort to alert concerned parties, and investigate the scope and magnitude of the problem, DSA has issued Bulletin BU 07-03. Technical background information will soon be posted to the DSA Labs page.

Several DSA Interpretation of Regulations (IR) have been updated in the IR Manual to reflect 2007 CBC references where appropriate. This is to aid design professionals who may chose early to design projects to the new code, as permitted per DSA Bulletin BU 07-01. Other changes and updates to the manual are anticipated prior to October 15, when DSA will begin accepting projects under the new code, as explained in the Bulletin.

IR A-1 (PDF - 40 KB) has been issued, detailing the process of obtaining temporary approval for the installation and use of Department of Housing and Community Development (HCD) commercial coaches as buildings on public school campuses. This IR supersedes and replaces DSA Policy 97-10 which allowed school districts to place HCD buildings on school campuses for temporary use through a self-certification process. In order to conform to California statutes it was necessary to update the 97-10 policy. The most significant change to the process is the elimination of self certification.

The new IR has had several months of intensive review with internal staff and stakeholders. In order to achieve a smooth transition the effective date of this new IR is October 1, 2007.

The Fire and Life Safety unit of DSA has issued a new policy document that clarifies code requirements for school campus fire department access. Specifically, when schools have areas for picking up or dropping off students, these areas may be parallel, but cannot be combined with access lanes for fire equipment. Policy PL 07-03: Fire Department Access wiht School Drop Off Areas (PDF - 21 KB) provides details on the design and proper marking of such fire lanes, as stipulated in the Public Safety and Vehicle Codes.

Effective July 1, 2007, the United States Postal Service (USPS) assigned a new zip code to the Division of the State Architect's Headquarters and Sacramento Regional offices. The new zip code is 95811-6550. The USPS will continue to deliver mail with the former zip code for a limited time. It is recommended that all interested parties update their records immediately to avoid any delay in delivery service.

DSA's internet site has been updated. Site has been reorganized to better serve our customers, and the "look and feel" of the site has been streamlined to present a cleaner, easier-to-read interface. Navigation includes tabs for some of DSA's frequently requested information and , such as DSA's publications, as well as navigation links organized into categories by customer groups. DSA's reorganized site now includes a Site Map to help locate information.

In its May 29, 2007 submittal, Division of the State Architect (DSA)-Voluntary Certified Access Program proposed to the Office of Administrative Law the adoption of the Voluntary Certified Access Specialist Program regulations. Please access the Voluntary Certified Access Specialist Program web pages for more information on the regulation package and how to submit comments. The public comment period is from June 8, 2007 through 5:00 p.m. July 23, 2007.

A public hearing of the Voluntary Certified Access Specialist Program regulations will be held on Friday, July 13, 2007 from 1pm to 4pm at the Division of the State Architect Headquarters located at 1102 Q Street, Conference Rooms 3A, B, & C (3rd Floor) Sacramento, CA 95811-6550. On June 26 (Sacramento) and June 29 (Ontario), California's Coalition for Adequate School Housing (C.A.S.H.) will host their annual DSA workshop, "2007 Title 24 Code Amendments and Other Updates from the Division of the State Architect." The Sacramento Regional Office has begun a beta test with additional field staff. A Construction Supervisor position has been filled and additional Construction Supervisor positions are to be filled in the next few months. These positions will supplement and assist the District Structural Engineers currently in the field and will allow for more inspections to be performed on projects under construction with an emphasis on accessibility, fire and life safety, and non-structural issues.

DSA has made significant changes to the Project Submittal Checklist Form (DSA-3) (PDF - 191 KB) , which now includes a comprehensive list of items needed for a complete project submittal and enhancements to allow the form to be completed and submitted electronically. A signed copy of the form must be included with the materials submitted for a project review. The form can be signed digitally and saved and submitted in electronic form if a fully electronic submission is being made (per BU 06-03 (PDF - 471 KB) ).
